RPGA Development Plan

A Development Plan is a tool for communities to manage change. The RPGA Development Plan will consider issues such as land use, preservation of the environment, culture and heritage, economic development, and housing needs. It will be a key document to guide how the region builds its future.

This website is dedicated to sharing information about the RPGA Development Plan process, as well as ideas of how to get involved. Your ideas, questions and comments are always welcome.

Please send any development questions and inquiries to the municipality of interest.

RPGA Plan!

The Rhineland, Plum Coulee, Gretna and Altona (RPGA) Planning District came into effect January 1, 2010. One of the Planning District’s jobs is to create a regional Development Plan for the new district.

The Planning District is led by the RPGA Planning District Board, which is made up of two members from each municipality’s Council.

The Board will work with community members, stakeholders and provincial partners to create a development plan that outlines the future growth of the communities and area. The plan will build on existing development plans for the rural municipality of Rhineland and the Towns of Plum Coulee, Gretna and Altona.

Once adopted by the RPGA Planning District and approved by the Province of Manitoba, the RPGA Development Plan will direct future development and land and resource use in the region.

The adopted RPGA Development Plan will align with The Planning Act and Provincial Land Use Policies, ensuring development respects the province’s legislative framework for land use planning in Manitoba.
